Summary is an important elements for the accessibility of tables, but it would 
be as much useful if it could be used in other contexts and not only table. 
There might be future objects inserted in future versions of XHTML documents 
that would need a summary for accessibility reason. Make it a role attribute 
module in coordination with WAI Activity and then extend its usage to not only 
tables. The usage of this attribute can be made mandatory or strongly 
encouraged for tables to not loose the feature offered by the summary elements 
now.

summary is not necessary the best name which can be chosen for this attribute 
as well, but it's less of an issue.
