Well - I can't speak for that document, but XHTML Modules cannot be subsetted - so you have to take everything in it or nothing. Since they chose to use XHTML Basic Forms, they can only use the elements therein. They could not have chosen a subset of the items in XHTML Forms.

Thanks.

However, why don't the fieldset and legend elements make sense in XHTML Print?

Best regards.

Basic forms was designed to provide a simple subset of forms - something readily supportable on devices with limited processing and display capabilities. Those elements - in particular optgroup - did not call into that collection. Vicente Luque Centeno wrote:

In XHTML Print 1.0, elements like fieldset, legend and optgroup are
not allowed. Steven kindly told me that XHTML Print 1.0 uses the Basic
Forms module from XHTML Modularization (which does not recognize such
elements). Can someone explain why these elements were rejected from
the Basic Forms module from XHTML Modularization? Wouldn't it be wiser to have fieldset, legend and optgroup allowed in the Basic Forms module?
