If OPTION value is not set, the initial value is set to the contents of the OPTION element. The <http://www.w3.org/TR/REC-html32.html#select> HTML 3.2 Reference Specification does not mention this at all. (The <http://www.whatwg.org/specs/web-apps/current-work/multipage/tabular.html#op tion> OPTION section of the HTML5 draft is not ready yet so it is uncertain what it would say). Microsoft Internet Explorer does not fulfill this recommendation.
