Another way of putting the concern:
   If
* the set of CURIEs is not common (since we can subset in different ways), and
      * the syntax (even in XML) is not common, and
      * the processing model(s) is(are) not common
   then
why is it better to have a recommendation than we all continue as we've been doing?

Esp. when consider the cost of standardization.
