In practice in bakefiles there are some points which needs to be "executed" only for some types of formats and not others. I agree that mingw is the slowest compiler available on Win. It's hardly usable at all for me. I didn't see it. Well, the error says pretty much everything: dmars MAKE is brain-dead and does not support "if" statements. Maybe dmars_smake is better?
