I think package.conf's ownership and permissions are as they should be,
root:root 644.

The wx cabal package seems to assume that the user running 'cabal
install' will be able to modify root-owned files in /usr. I don't
understand why any installation would be set up that way these days.

It also seems wrong because it defies ~/.cabal/config, which says to
install stuff under ~/.cabal.
