OK, success. I've updated http://wxperl.pvoice.org/w/index.php/Wx::HtmlHelpController with a lot of good stuff from wxRuby and amended appropriately. Please feel free to amend.
My main problem was: Make sure that you use either "relative path names" or "no path names" and NOT "full path names". Also make sure if using WinRAR, that you use ZIP compression and not RAR compression, both of these will give you the error message "invalid zip file".
