Correct.

It's not.  It could be, in the sense of it's a computer, and you can
program it.  It's not, in the sense of how Apple chose to program the
computer.  (fn might be under hardware control, though.  I don't know.) 

You are perhaps familiar with the Space Cadet keyboard.

If Apple had had vision and courage, the XQuartz keyboard driver
could have supported 

        Control, Meta, Hyper, and Super 
with 
        Control, Option, Command, and fn

and made using emacs a brand new adventure for a generation of
programmers.  Instead, we have a withering Unix implementation
underlying a neglected OS provided almost contemptuously by a company
that knows its bread is buttered by phones and tablets.  

Sorry.  I didn't wake up this morning with an urgent need
to rain on your parade.  You just happen to be highlighting my
disappointments as you travel the same road.
