There is, as far as I know, no such means. Each X client can have its own font 
at its own size. XTerm accepts -fs, GNU Emacs accepts -fn. The man page should 
explain how to set font and size. These settings can be put into .Xdefaults 
file in home directory to save some arguments and options. Other Window 
Managers than quartz-wm use styles or such to decorate its components or the X 
clients it manages on a desktop. Quartz-wm seems to use macOS system defaults 
(while having additionally its own ones).

It could be more helpful when you would name the X clients for which you want 
to change font size…

And this behaviour is independent of the version of XQuartz.
