Constant qp as per its meaning does what it says - just apply the qp set by the User on all Pframes, I and Bframes qp depends on - qp/ipfactor , pb factor *qp respectively. It doesn't care about output bitrate. You cannot use Adaptive Quantization in CQP - goes against the definition of CQP.
