I don't ecpect this to be easily "detectable"; instead I would rather assume that TV scale is in general more probable. Even movies which in general comply with TV range may still occasionally exceed it (that's what a "headroom" was made for), therefore scanning the video input for any exceeding values may not be a safe detection method.
AviSynth usually forces "coring" during operations in YUV space except you override it via parameter for some filters, so one would assume that you have a purpose (e.g. handling fully saturated colors only possible in computer graphics, not in nature).
After all, I am not the ultimate colorimetry expert. In this case, I would recommend to discuss this matter in the forum. There are more people who may have some experience with this not specifically HEVC related topic.
