I have removed the temporary disabling we had in place for rdoq, when psy-rd was enabled since rdoq was not psy-aware at that point.
RDOQ is turned on in rdLevels 4 and above. Psy-rdoq can be turned on if rdoq is enabled. Psy-rd can be turned on with or without rdoq/psy-rdoq.
