Hi

1. I have attached a sample scaling list file.
2. There is a CLI option --qp <integer> when sets a qp value for P frame.
Please note that with this option, qp for I and B frames too will be set
depending on the value set for P frame.
3. There is no command-line option for a minimum guaranteed SSIM. You need
to adjust the encoding parameters for better quality.
