the MIT keyserver peer seems to have it now -- I also see it 
at: hkp://wwwkeys.eu.pgp.net

                hkp://pgp.mit.edu  --recv-keys C509840B96F89133
gpg: requesting key 96F89133 from hkp server pgp.mit.edu

notice that I used the 'hkp://' protocol part on that request 
-- dunno that it matters, but I have done it that way for 
years
