Windows firewall is off and audio port is set to be tunneled through
ssh, the server is behind a router. That router is set to forward only
port 2223 (used for ssh) to the server.

I've always noticed several prompts about unblocking processes when
installing on Windows; one of those is pulseaudio. My first guess would
be that Windows firewall is blocking network access to pulseaudio - John
