Currently I'm using "MoveInactiveWin.exe" utility ( IIRC I've downloaded it here: www.donationcoder.com/Software/Skrommel/ ) but may be you won't trust this piece of obfuscated code and want smth better ( z.B. https://code.google.com/p/altdrag/ ).
