problems in Number formatting with Xalan-c

I am trying to format a floating point number. It seems to be working fine
with Xalan-java but not with Xalan-c

Here is what i do in the xsl
Input: 2.345456
<xsl:value-of select="format-number($changes,'###.##%')"/>

I want the o/p as 2.35

Can anyone help me out?
