What you might "expect" from our distribution, and what you get, are
obviously two different things. There is no include directory. There is a
bin and a lib directory.

There's no include directory because we don't have one. If you're going to
use Xalan in your own code, you can put our src directory on your include
path. There's an enhancement request for more Linux-like packaging, but no
one has volunteered to work on it.
Why do you assume we would support a vendor-specific make utility? And why
do assume this package is provided by IBM? It's not.
By the way, please post plain text to the list -- HTML is a huge pain for
many people, including myself.

I have read the documentation. I downloaded the BINARY gzipped tar
package for AIX4.3.3.
I downloaded the binary distro to avoid building.

And why do they give the source in a binary distro? If I want the source I
would download the source

I downloaded the Xalan-C AIX 4.3.3 build and there is no include
directory.
