Hi,

it could be I am wrong with this assumption, but xsl:with-param is only
allowed in xsl:apply-templates and xsl:call-template.
Xalan-C, neither version 1.2 nor 1.4, (and Xalan-J not either) criticize
the occurance of an xsl:with-param-element outside these two elements.

Have I overlooked something, misunderstood the xsl definitions or is this
really a bug in xalan?
