There's no really policy -- it's just a matter of overhead. Doing a release is very time-consuming, and to do a point release just for VS2005 compatibility would be a real pain.
On the other hand, the question has been answered many times that you need to get the latest from Subversion to make this work. To me, that indicates user error, because people are not always willing to search the archives for answers to their questions.
BTW, you didn't post whether or not you've been able to build now. It would be good to know if the latest solution files actually work for someone other than myself.
