Win95 by default only initializes enough environment
space to hold all the pre-existing environment
variables; hence in a default DOS prompt window you
cannot really set new ones.

You need to change the Properties of the shortcut that
opens your DOS prompt.  Look on the second (or third?
I forget) panel in the Properties box for an
Environment: dropdown box, and change that to the
maximum number (usually 4096).  Then hit Apply and OK,
close that DOS prompt, and open it again.  This should
make the shortcut always allocate at least 4096 bytes
for environment varables, which is usually enough.
