No. XSLT 16.3 says that if method="text" and the character cannot be
output as the byte, an error must be raised. In other words, the text
output method must not presume that the output will be opened in any
particular viewer with any particular capabilities. We can't assume
that the viewer could interpret İ and display the character.

Our tests output26 (ISO-8859-1) and outputerr14 (US-ASCII) are
supposed to check for correct behavior in both the do-able and the
error situations, respectively. Perhaps the fact that your İ
is above 256 (and thus beyond one byte) is what reveals the problem.
Would you check Bugzilla and report this if it's not already there?
