The default for Xalan is to use the native platform transcoding services,
so I don't really understand what your question is.  We only use the ICU
for transcoding if Xerces is built to use the ICU.

The only exception to this rule is transcoding to/from the local code page,
which always uses the native platform services, except on non-ASCII
(EBCDIC) platforms, which always use the ICU.
