Actually, xml-commons is really a set of small projects (or that's the
future goal) so the .jar here is not necessarily going to be the only
output from xml-commons.  Also, we had a vote a while back on 'what name
should an uber-jar of XML standards files be called' and the result was
'xml-apis.jar'.  viz.:
