xsl:number grouping-separator not working w/ value=?

Allowing a zero-length separator is a luxury, since the effect is the same as
omitting the grouping-separator and grouping-size altogether. If we want to
raise an error on any length other than 1, that would be fine.

But we really should put out the requested character as the separator, if it's
length is 1. This includes space.
