Can't change value of variable tag

I have to agree with Dave here; the change you're requesting is a major semantic
alteration, and is particularly problematic when you consider that XSLT does not
make any promises about order of execution. (Which is a large part of why
variables have one-time-set behavior; changing them would hamstring attempts to
optimize stylesheets by reordering them.)

Note that extensions that store their data somewhere else would be at real risk
of unpredictable behavior for the same reason.

Generally, the right answer is to rethink the problem and rewrite your
stylesheet nonprocedurally. If you can't, the popular-but-extremely-ugly
solution for assigning a new value to a variable is to recurse via call-template
and parameter passing.
