Actually, the SAX default is for namespaces to be on, but JAXP 1.1 keeps its default to off to maintain compatibility with JAXP 1.0. It is unfortunate that there was insufficient experience using namespaces for people to realize its importance and lobby for JAXP 1.1 to be consistent with SAX instead of compatible with JAXP 1.0.
