Considering there is a many-to-one relationship for javanames to mimenames, I think a simple resolution would be to make javanames the properties file key, as opposed to the current mimenames (Once generated, the hashtable is only converted to an array anyway). We'd have to swap the first two fields for each line in the Encodings.properties file.
