You'll have to ask that question on the Xerces list.
The ICU uses a default mutex if you don't provide one for it. In fact, I'm
not sure installing a mutex is even supported any more.

When Xerces is built with ICU (both ICU and Xerces are built with
multithreaded options), will Xerces properly implement a mutex according to
ICU's API and register it with ICU? Thanks, Joseph
