Glen, thank you for your patch.  I haven't had a chance to review it in detail, 
but I do have one comment for you.  I agree that it would be desirable for the 
message files to inherit from a common base class that defines the message 
keys.  The problem is that IBM's somewhat esoteric rules for translation of 
Java message files currently requires the files to either be properties files 
or to extend ListResourceBundle directly.

IBM developers working on Xalan would like to continue to contribute translated 
messages to Apache, but in order to do that, we need to have the messages in a 
form that complies with IBM's rules for message translation.

As an alternative, I'd like to suggest you take a look at the way the 
definitions of message services and their keys are separated from the localized 
messages themselves in the org.apache.xalan.xsltc.compiler.util.ErrorMsg and  
org.apache.xalan.xsltc.compiler.util.ErrorMessages* classes.
