We might want to consider asking for an erratum. In my reading of the specs, I would say that the "namespace not declared" (equivalently, prefix has no namespace decl) error is the leading possibility for what they meant, but there is an outside possibility that they meant a null string to be returned. An NPE is definitely wrong.
