I don't see a statement in the XSLT 1.0 spec -- or in the errata -- of a
specific default encoding for Text. Mike Kay's book just says that in Text
output, characters outside the encoding (whatever it happens to be) should be
reported as errors.

Given that we have to default to *something*, I think defaulting to a
"universal" encoding is the best answer... and that does mean UTF-8 or UTF-16.
 
If folks don't like that default, they can easily specify another via
<xsl:output/>... and they probably should be doing so for text as a general
practice, since the default is so unclear.

We might want to consider passing this one back to the Working Group, to check
whether it's really an erratum or was deliberately left fuzzy.
