Sorry, I did misread the question. First thing to try: See if an explicit identity stylesheet works better than the default identity transform. There are some known bugs in the latter. If it still fails, we'll have to check our DOM2DTM input stage; it *may* be insisting on a DOM with all the declarations. If so, we should change that.
