Yes, I missed the phrase about the extension namespaces. The bug is more narrow than I originally stated: Xalan-J Interpretive always suppresses the namespace declaration for the namespace URI http://xml.apache.org/xslt, even if a prefix associated with the URI did not appear in either [xsl:]exclude- result-prefixes or [xsl:]extension-element-prefixes.
