HTML serializer puts no space between public and system doctype

The HTML serializer doesn't leave a space between the public and system
doctypes. This seems to be only since Xalan version 2.6 (CVS of today still has
the problem).

I'll attach a small standalone testapp to reproduce the problem.

The output it produces is:
