done! I've deleted the duplicate attachement in XALANJ-1973.
Never mind my earlier note to you.
The authorizations in JIRA are a little granular. If Xalan developers had
authority to delete attachements they would also have authority to delete
issues. As the administrator for the JIRA XalanJ2 component I've removed
the authority for anyone but myself from being able to delete attachements
and issues. Now I'm the only one that can accidentally delete something.

I mistakenly put a file up there twice and there seems to be no
mechanism in manage attachments to remove
or not include a file. Is this true ??
