Congratulations to Apache Xalan!

The motion to make Xalan a top level Apache project was approved by the
Apache board recently. I presume that this is effective immediately, making
Apache Xalan a top-level Apache project, and no longer a subproject of the
Apache XML project. I am the Vice President of "Apache Xalan" making me the
chairperson of Xalan's Project Management Committee (PMC).

The PMC, also approved by the Apache board, has the following members who
are responsible for the smooth running of Xalan:

Apache Xalan is using the old, inherited XML charter/mission at:
   http://xml.apache.org/mission.html

This mission must be treated with a grain of salt. Try to read "Apache XML
Project" as "Apache Xalan Project".
