Please put the JIRA issue number in your CVS comments when committing changes. Henry Zongaro has brought to my attention that when committing code in CVS, if you type the the JIRA issues within the commit comment, then comment is also added to the corresponding JIRA issue under its "Version Control" tab, which is at the bottom of the viewed issue (the tabs near the bottom are: All, Comments, Change History, Version Control). This is a good thing because changes in the code base due to a JIRA issue can easily be correlated back to that issue, not just in CVS. For example if you look at XALANJ-1966 in under "Version Control" you will see the comment that I made when committing a patch to CVS.
