Per the JIRA committer's meeting March 1, assigning this to Brian with fix
priority fp3.
Santiago has some ideas about more recent APIs in the JRE that might be used,
but these are in JRE 1.4. Perhaps some code using reflection, in case the JRE
is not new enough?
Santiago was thinking this was a performance issue, but Brian thinks that the
output may not be correct when sun.io.CharToByteConverter is not available, and
this is not good.
