I'm not quite sure if it's a bug , but :
If we run "Conf" (in configuration with ICU) , on the current "conf" testsuit,
with source = XalanSourceTree we have 15 failures, if the source ==
XercesParserLiasion, 24 but if the source == XercesDOM, then we have 38
