Overseeing a project is the role of a PMC member, not an ASF member (see http://www.apache.org/foundation/how-it-works.html#roles for details). What's needed for you to become a PMC member is for other PMC members to vote you in, based on your past achievements in this project. The ASF does not need a resume or any outside information to to that, it's basically just your activities in this very project (and maybe in other ASF or open source projects) that matter. As Michael mentioned, the problem is that at the moment only David Bertoni is active in the PMC and he told me that he doesn't currently have much time for this (which is ok - thanks to David for hanging in there so far). It's a bit of a chicken-and-egg problem, and for now I have asked on the ASF members list if any existing members could help reboot this project by sitting (at least temporarily) on its PMC, until things happen. I hope to have a response in the next few days, with hopefully some volunteers to make this happen.
