Update the Unix build environment. The old release uses "runConfigure" which
is compatible with the old release of Xerces-C.
The current Xerces-C makes more direct use of the autoconf and automake tools.
The desire is to integrate the "runConfigure"
decisions into the autoconf and automake toolset as was done with Xerces-C.
