The problem was in Tomcat. Here is the Gary's reply (thanks him):

Tomcat v3.2.3 is a fairly old release. To get the behavior you'd like,
please add the following as the last RequestInterceptor in server.xml:
<RequestInterceptor
className="org.apache.tomcat.request.Jdk12Interceptor" />
This should allow your environment to work. For more information,

Part of the new J2EE specification is that it is requires that the
container properly set the ContextClassLoader so that this should happen
automatically in the future.
Please let me know if this fixes your problem. If you switch to another
version of Tomcat and still have the problem, please let me know what
version you've switched to.
