Doc is well formed. This is an intermittant issue which occurs when getting the templates. Occurs in the weblogic parser (~xalan 2.2) and in a pre 2.4 build. It makes XSL in the servlet unusable.

You're being told that your stylesheet document is incomplete. Could be lost network connection, if the file is coming across the net; could be that your document is actually not well formed....
