I'm not an expert on XML Signature/encryption, but I believe the
recommendation is to always use the Canonical Form of the XML Document
during encryption.

The Canonical XML spec is published at http://www.w3.org/TR/xml-c14n

If XML Signature is looking at anything which isn't part of the XML 
Infoset, then in my opinion it is *WRONG* and needs to be fixed.

A difference which makes no difference should be no difference.
