Group rather than Apache. (I've got no idea.)

There is a partial prototype implementation available on the xslt20 branch
of the CVS server. Some of the remaining issues are waiting for the spec,
some are waiting for ongoing low-level redesign of our internal data
structures, some are just waiting for man-hours...
