The word "deprecated" might not be accurate for the DTDMonitor class,
because it was completely removed. I just looked at the javadocs in Apache
website. I don't find any link to this class.

Maybe

 OK. In that case, deprecated messages should be generated when
compiling an app that uses the internal API. We should file a bug if
this is not the case.
