Xalan=J extensions - datetime:format-date() question.

Will (the Xalan implementation) of datetime:format-date() support the
specification of UTZ timezone offsets on incoming date/time strings
(e.g. Z-HH:MM, Z+HH:MM)?  It doesn't appear to be, but I could be doing
something wrong.

If it does not, do any of the other (Xalan) datetime:*
functions/templates support specification of UTZ timezone offsets or are
there any other xsl/xalan facilities for doing date/time conversions between timezones.
