Why does "date:time()" in Xalan 2.4.1 and 2.5.2 include timezone offset twice?

In Xalan 2.4.1 and 2.5.2, calling "date:time()" returns a string like
this:

  10:32:08-08:00-08:00

Why is the timezone offset included twice?
