I've just set up the XAP JIRA project; see
http://issues.apache.org/jira/browse/XAP.

The next step is to make sure all the committers have Jira accounts and
get put into the xap-developers group so they can
resolve/assign/close/etc xap issues.  The project is set to allow anyone
to read the XAP issues and to allow any registered jira user at all
(anyone can register) to open new issues/add comments/attach items to
issues.  I've also set up the project to send notifications related to
issues to come to this list.

So, each committer should go to
http://issues.apache.org/jira/secure/Signup!default.jspa and create a
user id (using the same id you have for your apache account is a good
idea).  When you've done that, email me with your jira id and I'll add
you to the xap-developers group.
